Haryana Govt Approves Metro Land Purchase Policy for NCRTC Projects

The Haryana government has approved the direct purchase of private land for NCRTC projects. This move will speed up land acquisition for major transport infrastructure works. It will support key RRTS corridors, including Delhi–Gurugram–Bawal and Delhi–Panipat–Karnal, after NCRTC requested inclusion under this policy.

The Haryana government has approved a policy allowing the direct purchase of private land for NCRTC projects. This decision will speed up land acquisition for major metro and regional transport infrastructure projects in the state.

The move will benefit key Regional Rapid Transit System (RRTS) corridors, including the Delhi–Gurugram–Bawal and Delhi–Panipat–Karnal routes. The decision came after NCRTC requested the Haryana government to include its projects under the direct land purchase policy to avoid delays.

Earlier, this policy was notified on January 8 for Gurugram Metro Rail Limited (GMRL). Now, it has been extended to projects under NCRTC and Haryana Mass Rapid Transport Corporation Limited (HMRTC).

Under the new system, land will be purchased through mutual negotiations with landowners. A district-level land purchase committee will handle the process. The Deputy Commissioner will head the committee and will include 10 members, including a senior official from NCRTC. The committee will ensure fair and transparent land deals.

Officials confirmed that Gurugram Metro Rail Limited has already issued a notification to acquire around 10,000 square metres of land under this policy.

HMRTC Managing Director Chander Shekhar Khare said the government has approved that the GMRL policy dated January 8, 2026, will now also be followed by HMRTC and NCRTC for all related projects.

The decision was made after a request from NCRTC in February. The corporation said the earlier land acquisition process under the RFCTLARR Act, 2013, was slow and often delayed infrastructure projects.

NCRTC is developing major corridors such as Sarai Kale Khan–Panipat–Karnal and Sarai Kale Khan–Gurugram–Bawal. The Delhi–Gurugram–Bawal corridor is 93.12 km long, with 71.14 km in Haryana, while the Delhi–Panipat–Karnal corridor is 136.30 km long, including 100.15 km in Haryana.

For both corridors, around 202.98 hectares of government land and 154 hectares of private land are required. Officials also said that the construction tender for the Delhi–Gurugram–Bawal corridor is expected to be issued in the coming months.

The new policy is expected to speed up land acquisition and ensure faster completion of metro and RRTS projects across Haryana and the National Capital Region.
